Replace all instances of isascii with Scintilla-specific IsASCII.

iasascii is not part of ISO C or C++ but is a BSD extension so caused
problems when compiling in strict compliance mode.

Make destructors virtual to avoid warnings from g++ 4.7.

Explicit fold points which can be set to arbitrary strings and occur anywhere.
Can choose whether to have syntax based folding and multiline comment folding.

Fixed bug where the last line of file is a fold end and was not included
